10px;">2021年7月，刑侦大队在开展电信网络诈骗案件研判中发现，丹江口市有多张银行卡存在帮助犯罪分子“跑分”洗钱的重大嫌疑。大队领导立即向局党委汇报了案情，局党委高度重视，迅速安排成立专案组，并召开案情分析会，对侦破进行周密部署。民警对涉案卡主逐一进行抓捕，通过讯问及对线索进行研判深挖，发现了一个盘踞在我市长达一年多的“跑分”团伙，该团伙以李某、陈某、徐某某、卢某某为主要头目，该团伙以高利益为诱饵，专门联系刚刚出社会的年轻人利用自己的银行卡、微信、支付宝将大量涉案资金转入到上家指定的银行卡中。</p><p 2em;">在逐步摸清该团伙成员的组织架构后，刑侦大队快速出击，先后奔赴多地将犯罪嫌疑人李某、陈某、徐某某、卢某某逐一抓获。通过审讯得知，李某的上线廖某在缅北一个诈骗公司从事洗钱转账，廖某承诺给李某高额回报，让李某在我市组织、介绍卡主为诈骗团伙洗钱转账。李某又先后发展朋友陈某、徐某某、卢某某为下线，每人拉拢自己的同学、朋友使用银行卡进行“跑分”转账，资金流水高达2000余万。</p><p 2em;">民警通过侦查发现犯罪嫌疑人廖某长期滞留在缅北，无法对其直接实施抓捕。2022年3月13日，廖某偷渡回国，秘密潜回湖南郴州，民警获取线索后立即组织人员赶往湖南郴州，在郴州西高铁站派出所的大力协助下，一举将廖某抓获。在大量的证据面前，廖某对其犯罪事实供认不讳。</p><section style="text-indent: 2em;">据廖某交代，2019年，其在澳门赌场做“叠码仔”时认识了犯罪嫌疑人李某，2020年6月，廖某想到曾听人说缅北发财机会多，且正好手里有缅北的筹码可以兑换，遂联系“蛇头”偷渡到缅甸小勐拉，进了一个诈骗公司专门从事洗钱转账工作，因需要大量的银行卡洗钱转账，廖某便联系到李某让其在国内准备银行卡，为其所在的境外诈骗公司进行“洗钱”。</section><section style="text-indent: 2em;">廖某到案后表示万分后悔，并以自己为例，奉劝在缅北的同行立即停手，停止实施违法犯罪，并告诫广大群众，不要相信网上的刷单、贷款、投资，更不要相信缅北的发财梦。</section><section style="text-indent:
